These benchmarks limit the decision on a governed design system; they don't take it for you. A published value describes a precise perimeter, a date and sometimes a population different from yours. Read it as a constraint to be tested, not as the promise of an automatic effect. The measurement precedes arbitrage.

This distribution avoids confusing execution and responsibility.
